5.1 M&E Capacity

There is currently limited capacity at all levels in terms of personnel and logistics to address M&E activities in general and of HIV/AIDS in particular. This is partly as a result of HIV/AIDS being relatively new in the development arena and hence nationally agreed upon indicators for monitoring and evaluating HIV/AIDS interventions were not available. Furthermore, the people who have been involved in implementing M&E of HIV/AIDS activities were few. At the Federal level and, in particular at Region and Woreda levels, the capacity to carry out M&E activities is very inconsistent. This calls for a deliberate effort to build capacity for M&E of HIV/AIDS activities at all levels but with emphasis on Regional and Woreda level.

HAPCO will try to address issues related to capacity building and develop training strategies and will strive to make sure all Regions have an M&E Unit staffed with qualified personnel (such as M&E officer and Information Systems Expert). HAPCO will also work with all partners to strengthen the HIV/AIDS M&E system in the country. The ultimate aim is to get Woredas and other partners become key implementers of HIV/AIDS activities with strong M&E capacity.

5.2 Resource Requirements for Implementation of the M&E
Framework

Implementation of the M&E Framework will require a lot of resources including M&E capacity building (personnel and logistics at Federal, Regional and Woreda levels); finance for data collection, analysis and dissemination; and technical support for population-based and health facility surveys (including data analysis and report write-up). This requires due emphasis at all levels for strong management support and allocation of enough budget for M&E. Details on the amount of resource requirements for data collection will be included in the M&E Operation Manual.

5.3 Way Forward

The remaining activities for starting implementation of the M&E Framework are the following:

  • Developing an M&E Operational Manual. The manual will consist of specific details of the measurement tools of indicators included in the M&E Framework. For indicators that will be answered through surveys and special studies, survey/study methodologies will be designed, questionnaires and checklists prepared and the cost that will be incurred estimated. For indicators that will be addressed through routine reports, standard data collection formats will be prepared and dispatched to all stakeholders starting from the lowest (Kebele) to Federal level and POs, NGOs, CBOs, FBOs, Civil Associations, and Multilateral and Bilateral Organizations.

  • After the M&E Operational Manual is finalized, an M&E training-of-trainers (TOT) will be organized for personnel from Federal and Regional level government offices and other relevant stakeholders. To conduct the TOT, an M&E training manual based on the M&E Framework and Operational Manual will be prepared. The TOT participants, with technical assistance from the HAPCO’s M&E Team will conduct M&E training (that is focused on the M&E Framework and Operational Manual) in their Sectors, Regions and Woredas.

  • CRIS will be customized to local need and piloted in selected Regions. Following the pilot test, relevant Regional Staff will be trained and the system established in all Regions and at Federal HAPCO.
