The compilation of this Situation Analysis of Orphans in Uganda is part of a process that will eventually lead to the development of a National Policy and Strategic Programme Plan of Interventions for Orphans and Vulnerable Children for Uganda. We are all aware that the proportion of orphans amongst Uganda’s 11 million children is unacceptably high. The policy and programme plan to be developed will help government to articulate meaningful interventions to assist orphans in this country.
