This revised 3rd edition of guidelines for use of OI and ARV drugs in adult
and adolescent care is based on recent national and worldwide evidence and experience
and is intended as a clear guide for rational and safe use of OI and antiretroviral
drugs. The Federal Ministry of Health believes that these guidelines, along
with other national implementation guidelines, will be instrumental in accelerating
and scaling up ART uptake and treatment and prevention of other opportunistic
infections to meet the millennium development goals (MDG).

In order to support and facilitate management and scale-up of ART in infants
and children, these comprehensive guidelines have been developed. This stand-alone
treatment guide serves as a framework for provision of comprehensive care for
HIV exposed and infected children. Emphasis is given to infant diagnosis, adherence,
disclosure, management of co-infection and opportunistic infections.
Antiretroviral
therapy of HIV infection in infants and children in resource-limited settings:
towards universal access
The present guidelines are part of WHO’s commitment to achieve universal
access to ART by 2010. The most efficient and cost-effective way to tackle paediatric
HIV globally is to reduce mother-to-child transmission (MTCT). In countries
where it has been successfully introduced, ART has substantially changed the
face of HIV infection. HIV-infected infants and children now survive to adolescence
and adulthood. The challenges of providing HIV care have therefore evolved to
become those of chronic as well as acute care. In resource-limited settings,
many of which are countries hardest hit by the epidemic, unprecedented efforts
made since the introduction of the ‘3 by 5’ targets and global commitments
to rapidly scale up access to ART have led to remarkable progress.

The framework is intended to be an integral part of larger HIV/AIDS programs
and initiatives (ART, PMTCT, VCT, etc.) in Ethiopia, linked not only to MOH
and HAPCO’s current initiatives, but also to the entire care continuum.
Its outline is organized using a Communication Pathways Model for ART. The purpose
of the national ART Strategic Communication Framework is to guide and support
ART communication activities in Ethiopia. The framework identifies and prioritizes
specific communication needs related to the ART rollout in the country. In addition,
the framework provides a basis for harmonization of messages and coordination
of partner efforts to address immediate priorities in the country’s effort
to roll out ART to those infected and affected by HIV and AIDS.

the AIDS response. HIV This Week, published by UNAIDS, is a selective scan of
new HIV-related information found in scientific journals. Created in 2006 as
an internal e-newsletter for UNAIDS staff, HIV This Week is collated by the
Chief Scientific Adviser to UNAIDS, Catherine Hankins, and her team. The Editors
of HIV This Week interpret original abstracts and provide editorial comment,
so that information may be easily understood by people responding to the HIV
epidemic in many diverse settings.
Handbook
on access to HIV/AIDS-related treatment
The Handbook on access to HIV/AIDS-related treatment aims to build practical
skills for nongovernmental organizations (NGOs), community-based organizations
(CBOs) and groups of people living with HIV/AIDS (PLWHA) that are responding
to HIV/AIDS in developing countries. It is a resource designed to help NGOs,
CBOs and PLWHA groups to improve the quality of their work on HIV/AIDS-related
treatment. The handbook has five chapters. These cover key definitions, concepts,
assessment methods, planning steps, skills associated with effective HIV/AIDS-related
treatment work and keeping track of such work.

these agents are used. The International AIDS Society–USA panel has updated
its recommendations as warranted by new developments in the field. Therapy should

is documented. Adherence to antiretroviral therapy in the short-term and the
